You do not want to confuse accessibility and usability. Many people tend to believe that one is more essential then the other, but the truth is that they are both very different pieces of the whole pie. Both are vital pieces of the puzzle and one cannot be utilized without affecting the other.
If you make your site as functional and intuitive as possible, more people will be able to access it, and you will have a solid framework from which to build upon. If the general population finds your site difficult to use, it will definitely be a challenge for those with disabilities or learning disabilities. Additionally, consideration of the degree allows you to validly address accessibility when it comes to usability.

Always put the user first. Every page is, at its core, designed for use by people, once all the flashy content is stripped out of the web design. Instead of showcasing Flash gimmicks and bandwidth draining images, you should focus on delivering the best content possible to your users. Before brainstorming or firing up Dreamweaver, understand that usability begins with the needs of the user. Please remember that any design, from fashion to websites, is judged by the final product’s performance.
